This civic revitalization effort sought to transition a former meat packing plant and gasoline station along the Merrimack River into a pedestrian-friendly development for a regional hospital, retail shops, additional parking and condominiums. Environmental impacts from leaking underground storage tanks were regulated by the New Hampshire Department of Environmental Services.
